7.3 no start

just bought 2000 7.3 powerstroke drove 60 miles and stahled out and then died.replaced cam sensor,ipr,and idm.not building any oil pressure for injectors.ipr magnet is not getting energised.one wire to the ipr is getting 12 volts and the other wire is getting stray voltage when it should be a ground to activate the magnet.i have heard the wiring harness can short out over the valve cover.anyone had this problem before,and clues to start where to look?
